MINUTES OF THE MEETING HELD ON WEDNESDAY 14th SEPTEMBER 2011

Present: Mr I Heustice (Chairman), Mr B Gowar (Vice-Chairman), Mrs H Grantham, Mr M Taylor, Mr A Thomas, Mr D Pack, Mrs J Macdonald-Lawson, Mr J Stringer, Dr A Guyatt, Mr A Revill, Mrs E Hamilton (CDC), Mr M Brown (WSCC), the Clerk and 11 members of the public.

The first ten minutes were available for the public to express a view or ask questions about any item on the Agenda. 

Questions were asked, by the public, about the new planning applications for King Edward VII Hospital (Agenda item 43), which were on display at the meeting. When would the SDNPA be discussing the application?  When would the appeal be heard against the refusal of permission by SDNPA (July 2011) on the previous applications, and by whom?  If permission were granted could there be conditions imposed?

40 Report from County Councillor: 
Mr Brown reported that WSCC Highways would be inviting parishes to review the infrastructure in their village and suggest any beneficial changes that could be made. Mr Brown has also asked for a review of the criteria for using SID (Speed Indicator Device), in light of the WSCC refusal to let volunteers use the equipment in Easebourne.

WSCC is investing in improved broadband access for West Sussex.

Because of an imbalance in the funds received from central government between West Sussex and East Sussex, Mr Brown is leading a campaign to have this inequality addressed.

41 Report from District Councillor:
Mrs Hamilton reported that the CDC “Homefinder” web site will shortly also contain details of private rented accommodation available. From April 2012 car parking charges in Chichester will additionally apply on Sundays.  Payment methods at the Avenue de Chartres multi-storey car park will change to pay on exit.  From April there will also be a charge of £25 for changing the name of a house. There had been complaints that replies to the recent housing consultation could only be submitted on-line.  Under proposed parliamentary electoral constituency boundary changes the parishes of Easebourne, Lodsworth and Plaistow could become part of the Arundel constituency.

King Edward VII Hospital:
Further planning applications, submitted by City and Country, were discussed. In respect of applications 11/03374/EXTNP and 11/03386/EXTNP, for an extension of plans previously approved in 2008, it was proposed by Dr Guyatt and seconded by Mr Pack that we object on the grounds that financial viability information, that was not available to us in 2008, and has now been provided by City and Country, shows that the 2008 scheme would have had a very large financial deficit.  Majority in favour.
 
New planning applications 11/03635/FULNP and 11/03640/LBCNP have been submitted as an alternative to the plans refused by SDNPA in July 2011.  These plans propose even more homes on the site, with fewer assisted care units, but in most respects differ very little from the previous, refused applications.  It was proposed by Dr Guyatt and seconded by Mrs Macdonald-Lawson to object to the application on the grounds that our previous objections, of 30th October 2010 and 28th May 2011, are just exacerbated by the larger number of properties proposed.  Increased open market housing, and the reduction in assisted care units, will only mean increased traffic flow. All in favour.

44 Reports from the Panels
a) Playground.  Replacement of the roundabout proved controversial and therefore Mr Taylor and Mr Thomas are to discuss suitable items of equipment and report to the November meeting.

b) Burial Ground. No problems.

c) Footpaths. Mr Gowar and Mr Revill have attended a training course to enable them to become Rangers. A meeting was held with WSCC and a programme of work to be done was drawn up. This should be completed by the end of 2011.

d) Grants. No new applications but letters of thanks received from the Samaritans and Madhurst.

45 Dog Fouling: 
Some fouling on High Path.  Clerk to erect more notices. Installation of dog refuse bins still considered too expensive and Cowdray Estate would not wish for bins on their land.

46 Midhurst Rother College – Easebourne site:  A very positive meeting was held recently between WSCC and members of the Parish Council to discuss use of the site when it is vacated by the school in autumn 2012. Most of the land is owned by WSCC. The playing fields will remain in school use for at least a year after this date.  Ideas that could be considered for the use of the site in the future include village sports facilities, moving the football club, moving the children’s playground, a village hall and re-siting Easebourne Primary School.  A parish council task force has been set up, to work with WSCC and other interested bodies, to take the ideas forward.  The task force will include Mr Revill, Mrs Macdonald-Lawson and Mrs Grantham.

47 Queen’s Diamond Jubilee, 2012:
The suggestion that children be given celebration mugs was discussed. To be investigated further at the November meeting. 

48 Reduction in bus services from Midhurst: 
Easebourne Parish Council has objected to the cuts in the bus services in the area.  However, final changes are uncertain, especially to the DORIS service, and we await confirmation of the new timetables.

49 Neighbourhood Planning: 
Following a meeting with SDNPA it has been suggested that the Village Action Plan of 2004 be updated.  We are also being recommended to draw up Neighbourhood Plans, as these will be included in the government’s Localism Bill.  Mr Thomas and Mr Revill have agreed to investigate this possibility.
