MINUTES OF THE MEETING HELD ON
WEDNESDAY 10th SEPTEMBER 2008

29 Apologies for Absence: Mrs J Deacon-Ford, Mrs E Hamilton (EPC & CDC) and Lt Col T Pemberton (WSCC).

31 The Minutes of the meeting held on 9th July 2008 were signed as a true record.  All in favour.

32 Matters Arising: none

33 Demonstration of SID (Speed Indicator Device): deferred due to unavailability of PC Quinnell.

34 Affordable Housing presentation by Mr Sam Irving (CDC Rural Housing Enabler): Mr Irving outlined the procedure employed by the District Council to allocate social housing to people on the housing register. This is now called “Choice Based Letting Scheme”. The number of applications to join the register is currently rising rapidly.  In Easebourne the number of people on the register with a ‘Local Connection’ far exceeds the number of homes available, with the average yearly turnover of properties being only 3. To address this situation, sites are being sought for the building of more social housing. It was pointed out that the vacant allotment site (Cowdray owned) at the rear of Cowdray Road had been proposed by the Parish Council on many occasions, over a period of several years, and had been included in the now defunct Local Development Framework (LDF).  Mr Irving had spoken to the Cowdray Estate and would pursue the suggestion.

35 No report from the County Councillor.  The Clerk to contact Lt Col Pemberton about the lack of visits by the Highways Rangers; we have received one visit only, in the 5 months since scheme started at the beginning of April. Clerk to also contact WSCC, with copy to Lt Col Pemberton, warning of the ice hazard in Easebourne Street, during the coming winter months, if the water leak, caused by damaged pipes, is not repaired by then

36 Report from the District Councillor.  In her absence Mrs Hamilton sent a written report, bringing to the attention of the meeting a proposal to make swimming free for children and over 60s. Also, the appeal against the decision to refuse planning permission for Nightons,Hollist Lane, has been dismissed.

d) Receipt of refund from Allianz, for balance of insurance from 01.08.08 to 01.06.09 in the sum of £458.47, was noted

e) The internal check of accounts for July and August 2008, by Mr Stringer, was noted

f) Receipt of the audited accounts for the year to 31 March 2008, from Mazars, and the display of the “Right to Inspect the Annual Return” as required, was noted.

Reports from the Panels

a) Playground : Incident in playground recently resulting in small fire on safety surfacing of swing unit.  Spotted by ProTec and reported to police. On advice from RoSPA, the cradle swing unit has been taken out of use, following guidance received from the manufacturer.  Estimates received for replacement swing unit (discussed under Agenda item 40).

b) Burial Ground: no problems reported

c) Footpaths: no problems reported

d) Grants: Thank you letter received from Samaritans following grant awarded in July. Two grant applications received.  WRVS, but only with national supporting accounts and Midhurst Community Bus Association.  It was proposed by Mrs Marchand and seconded by Dr Guyatt that a grant of £350 be awarded to Midhurst Community Bus
Association.  All in favour.

40  Budgenor Lodge S106 update:  The stair lift in the Refectory has now been installed and will shortly become the responsibility of St Mary’s Easebourne PCC. The projects to which the Parish Council is either committed, or have already been implemented, total approximately £13,000.  The use of further S106 funds to pay for 50% of the cost of a new cradle swing unit was proposed by Mr Taylor and seconded by Mr Martin.  All in favour.  The Clerk was asked to find out if there is a time limit on the use of the funds and also to check on progress towards the purchase of a Mobile Youth Shelter.  Ideas for using the remaining contribution were requested. Decorative village name signs were proposed by Mrs Marchand and seconded by Dr Guyatt.  All in favour.  Clerk to submit this proposal to CDC for approval.

41 Schools in Midhurst/Easebourne update.  Following a letter from the Parish Council, in July, to Mrs P Arculus (WSCC), asking for a meeting to discuss the future of the Midhurst Intermediate School site, a visit is now to be arranged between her and Mr P Griffiths (WSCC Cabinet Member for Education) and representatives of the Parish Council.  Mr Heustice and Mrs Hamilton (subject to her agreement) will represent the Parish Council. Clerk to arrange a mutually convenient date.

42 Correspondence and notices received were noted.  Late notice of closure of Easebourne Village Institute.  The Parish Council expressed regret at the closure of a village facility.
