MINUTES OF THE MEETING HELD ON 14TH SEPTEMBER 2005

30 Apologies for absence were received from Mr D Warner.

31 Minutes of the meeting held on 13th July 2005
:
Following an amendment to Minute 05/06 26c (Footpaths) to read footpath 1104 and not 1109 as stated, the Minutes were signed as a true record. All in favour.

31a Matters Arising:
Minute 05/06 22, the zigzag markings on the road outside Easebourne Primary School have now been reinstated.
Minute 05/06 27, following the delivery to every household of the July edition of “United”, paid for by the Parish Council, there are now 19 additional subscribers.
Minute 04/05 59, following the co-option of one councillor on 12th January 2005 there remained one vacancy unfilled. Mr Ian Heustice was invited to fill this vacancy, by co-option. Proposed by Mrs J Deacon-Ford, seconded by Mr J Stringer. All in favour. Mr Heustice then took his seat as a councillor.

32 County Councillor, Mr Pemberton reported on the following items arising from the last Council meeting:
A footpath to continue north from Budgenor Lodge is in the highway proposals for the area , subject to planning permission being granted by CDC for the development. The re-painting of the railings from High Path to A286 in Dodsley Lane is not imminent. Arrangements are in hand to repair the chain link fencing in Dodsley Lane. The conflict between rubbish collection and grass cutting where the wheelie bins are put on the grass verge awaiting emptying is thought unlikely to occur on a regular basis and should therefore not present a problem. Easebourne Street grass cutting is the responsibility of WSCC and is carried out under the rural schedule which means three times a season with the last cut due for the end of September or early October. The traffic management plan is still under consideration and will be put to the council when the proposals are finalised.
County Local Committees. This is a new style committee that is intended to devolve decision making to a lower level than County Hall. The first meeting was held in Midhurst on 7th September and was extremely well attended (Mr D Pack represented the Parish Council).
CADDIE. This is a crime and disorder search engine that enables people to look at the state of crime in their own area and how it is being dealt with. The link to the web site is: www.caddie.gov.uk
Countryside Grants. A guide, explaining the grants available, for people or organisations who are planning work that will improve the countryside, including large scale woodland management, farm diversification, community based conservation projects and tree planting, has been published.

33 District Councillor, Mr M Fay, updated the Council on the situation in respect of the following items:
King Edward VII Hospital site plans have not yet been finalised.
A decision on the planning application for Budgenor Lodge has been deferred, pending another meeting of the Planning Applications Referral Committee (PARC).
Martlet Homes have published their proposed planning application for the development of two affordable homes at a garage site in Canada Grove.
The CDC annual meeting with Parishes is including an additional meeting in October.

36 Reports from panels:
a) Playground: All the work has now been completed, including items requested in the annual RoSPA report,
b) Burial Ground: It was reported that everything was in order at the burial ground.
c) Footpaths: In response to the Council’s letter to WSCC , concerning footpath 1104, a reply was received that states that the position of the footpath was agreed with the Parish Council at the time of production of the first definitive map in 1952. Many changes have taken place over the intervening years and the map was amended in 1988 and 2002 but still showing footpath 1104 in its original position.
d) Grants: Several grant applications have been received and these were discussed at the meeting. The following grants have been awarded but some funds have been retained for future applications in this financial year 2005/2006.
Go Bananas Toddler Group. £200.00 proposed by Mr Dabson, seconded by Mr B Gowar, Majority in favour.
Midhurst Community Bus Association. £200.00 proposed by Mr J Stringer, seconded by Mrs J Deacon-Ford. All in favour
Citizens Advice Bureau. £200.00 proposed by Mr C Hill, seconded by Mr B Gowar. All in favour. Midhurst Music Society. £100.00 proposed by Mrs J Deacon-Ford, seconded by Mr J Stringer. Majority in favour.

37 Village Action Plan:
a) Communication Issues: It was reported that the notice board at Dodsley Grove/Dodsley Lane had been used for the fixing of an advertising board by Easebourne Cricket Club/Royal Oak. This has now been removed and repositioned. An up to date quotation from Osborne signs is awaited for the new notice board outside the Post Office.
b) Affordable Housing: Covered under Minute 33 – report from District Councillor.
c) Traffic Management: Covered under Minute 32 – report from County Councillor.

38 Chichester in Partnership:
“ Feeling Safe”. This partnership is aimed at encouraging elderly or vulnerable people to continue living in their own homes for as long as possible. Mrs Marchand asked the Council what measures it could take to encourage this strategy. After discussion it was agreed that the Clerk would write to Mr G Ferguson to ask how he would see the Council being involved as it was considered by some Councillors that this did not come within the Council’s remit and there were already several organisations in the area dedicated to the welfare of the elderly and housebound.

39 Cowdray Heritage Trust:
Mrs Hamilton, as the Council’s representative on the Trust, reported on the latest actions of the Trust towards the opening of the Ruins to the public. Plans have been submitted to CDC for the interior fitting out, of a unit in the Riverside Stables, as a shop/ticket office, together with the provision of lavatory facilities (including disabled) and amendments to external fenestration/doors. The company “Continuum” has been appointed to conduct the interpretation of the story of the Ruins, including an audio tour.

40 Correspondence:
1 SALC Councillor Training Course on 28th to 30th October 2005 to be attended by Mr D Pack.
14 Chichester in Partnership, Draft Community Strategy for Chichester District 2006 – 2016. Mr Stringer asked for this report to be circulated to all Council members.
The next Parish Council meeting will be held on 9th November 2005 at 7.30pm. All Parishioners are welcome to attend.
