MINUTES OF THE EASEBOURNE PARISH COUNCIL MEETING HELD
ON 10TH NOVEMBER 2010

The first ten minutes were available for the public to express a view or ask questions about any item on the Agenda. 

Present: Mr J Stringer (Vice-chairman), Mr J Dabson, Dr A Guyatt, Mrs A Marchand, Mr D Pack, Mrs J Deacon-Ford, Mr M Taylor, Mr B Gowar, Mr F Martin, Mrs J Macdonald-Lawson, Mrs E Hamilton (CDC), Mr M Brown (WSCC) and the Clerk.

59 The Minutes of the meeting held on 8th September 2010
were accepted as a true record – proposed by Mrs Marchand, seconded by Dr Guyatt.  All in favour.  Following an amendment, acceptance of the Minutes of the planning meeting, held on 28th  October 2010 was proposed by Mr Martin, seconded by Mr Pack.  All in favour. 

60 Matters Arising:
none

61 Report from County Councillor: 
Mr Brown reminded the meeting that the last ever Census would take place on 27th March 2011. The County Council, whose budget has been cut by the central government spending review, is in the process of considering where savings will need to be made. West Sussex County Council is co-operating with East Sussex County Council on the purchasing of certain items, in order to obtain the best possible value for money.  The County Council will be freezing its element of the Council Tax for 2011/2012.  

62 Report from District Councillor: Mrs Hamilton reported on the financial position of the District Council, following a cut of 28% over the next four years, as a result of the government spending review.  CDC itself has found savings of £3.5m and should be able to make a further £2m.  Better Together: talks are continuing between the County, Borough and District Councils of West Sussex to see what savings can be made by working together.  Property, vehicles and combined IT procurement are on the agenda. Planning Changes:  the very limiting rules on the volume of parking to be provided with new developments have been scrapped and there is now a Parking Standards Calculator that will be used as a guide. King Edward VII Hospital – CDC will be holding a public briefing on the planning application submitted by City and Country, at Capron House, Midhurst, on Thursday 2nd December at 11am. Health Fair for Older People – to be held at the Grange Centre on Thursday 25th November, with various agencies present to give advice. Free refreshments available.

e) All councillors have received a copy of the Budget/Expenditure for the half year to 30.9.10.

65 Reports from the Panels
a)Playground: there has been vandalism in the playground with 3 benches, the picnic table and some safety surfacing being damaged.  It has been reported to the police and the Clerk is in the process of obtaining estimates for repairs or replacements prior to making an insurance claim.

b) Burial Ground:
no problems

c) Footpaths
:  the report on the state of the footpaths, carried out by Mr Gowar and reported to the S Downs Joint Committee earlier in the year, has mostly been acted upon.

d) Grants:
application received from the “Open Door” youth centre.  A grant of £250 was proposed by Mrs Deacon-Ford, seconded by Mr Pack, all in favour. Dr Guyatt declared an interest and did not vote. A donation of £50 to the Royal British Legion was proposed by Mr Gowar, seconded by Mr Dabson, all in favour.

66 Winter Management Plan:  In conjunction with WSCC the Parish Council has drawn up a plan to be enacted in the event of severe snowfall, as experienced this year.  All Councillors have a copy.  The meeting expressed its thanks to Mr Dabson who undertook to prepare the plan.

67 New Residents’ Welcome Pack:
the sub-committee has held a meeting and discussed ideas for the pack content.  Progress to be reported to the January meeting.

68 Easebourne Residents’ Pass to Cowdray Ruins:
administrative arrangements have been made with the Cowdray Ruins property manager in respect of the running of the free pass scheme.  Subject to the floodlighting being installed by March 2011, the scheme will commence in April 2011.

69 Correspondence and notices received: comment was made on the issue, by CDC, of a Remedial Notice under the Anti-Social Behaviour Act 2003, in respect of a complaint about a high hedge in Easebourne.
