EASEBOURNE PARISH COUNCIL
MINUTES OF THE PLANNING MEETING HELD
ON WEDNESDAY 6TH MAY 2009
Present: Mr I Heustice (Chairman), Mr J Stringer (Vice-chairman), Mr B Gowar, Mrs E Hamilton (CDC), Dr A Guyatt, Mr D Pack, Mrs J Deacon-Ford, Mr F Martin, the Clerk and 11 members of the public.
09/10
1 Apologies for Absence: Mr J Dabson, Mr M Taylor and Mrs A Marchand
2 Planning Application EB/09/01177/FUL: The Tile House, Easebourne Lane
Demolition of an existing warehouse and associated showroom building and redevelopment of the site with the erection of four 2-bedroom houses and associated external works.
A scale model of the site, showing the existing buildings and the replacement new houses, was provided by the applicant to illustrate the proposed development. The applicant and his architect outlined the proposal and the background to the application and also answered questions from three members of the public.
The opinion of the meeting was that the proposal made effective use of the site, with housing being more in keeping with the area than the unused commercial buildings. It was also felt that the applicant had addressed the points raised by the Inspector when the 2002 application was refused, especially the car parking provision. The Parish Council will not object to the application.
3 Planning Application EB/09/01423/FUL and EB/09/01427/LBC: The Duke of Cumberland Arms, Henley
Extension of public house to provide a new kitchen/store and cellar with restaurant and new lavatories. Erection of wood store/machinery shed with grass block vehicular access. New car park extending the existing parking area.
A representative of the applicant outlined the history of the public house and why the extensions were needed if the business were to remain viable in today’s difficult trading climate. Two members of the Council had made a site visit and felt the proposal was sympathetic to the surrounding area. As the Parish Council is keen to support a local facility it was proposed by Mr Stringer and seconded by Mr Heustice to make no objection to the application. Majority in favour with one abstention.
4 Planning Application EB/09/01408/DOM: Long Meadows, Hollist Lane
Single/two storey front extension, porches, alteration of roof voids to form dormers, replacement of rear dormer with new dormers, replacement timber windows and replacing pantiles to roof with plain clay tiles.
This property has had planning permission for redevelopment since 1993, renewed at regular intervals. This proposal is for a dwelling 37.7% larger than previously permitted, but, as the site is secluded and the property would benefit from improvement it was proposed by Mr Stringer and seconded by Mrs Deacon-Ford not to object to the application. Majority in favour with one abstention.
5 Planning Application EB/09/01053/FUL: 6 Crossways
One detached dwelling, detached garage and new access (amendment to EB/07/04811/FUL incorporating new uPVC windows/doors)
Permission has already been granted for this development and the building is under construction. This new application is only for replacement windows and doors in uPVC. Mr Stringer proposed and Mr Martin seconded that the Parish Council make no objection to the application. All in favour.
The meeting closed at 8.20pm
The next Parish Council meeting (AGM) will be on Wednesday 13th May 2009 at 7pm in the Refectory
