MINUTES OF THE MEETING HELD ON
WEDNESDAY 14TH MARCH 2007

Present: Mr I Heustice (Chairman), Mr D Warner (Vice-chairman), Mrs E Hamilton, Mr J Stringer, Mr B Gowar, Mr J Dabson, Mrs J Deacon-Ford, Mrs A Marchand, Mr D Pack, Mr P Rhodes, Mr M Fay (CDC), the Clerk and four members of the public.

The first ten minutes were available for the public to express a view or ask questions about any item on the agenda. Two members of the public expressed views.
Mr Andrew Sutton, representing the Easebourne Village Institute, asked if a 5-a-side all weather pitch could be considered under Agenda item 82 – possible uses for the Budgenor Lodge S106 agreement contribution to community facilities.
Mr Paul Dowson from Midhurst expressed the view that the plans for the redevelopment of the King Edward VII Hospital site under, Agenda item 84b, were environmentally unfriendly in an AONB and SSSI, not sustainable, contained 263 homes in the wrong location and would generate far more traffic than the former hospital

79         Matters Arising:
Reference to Minute 06/07 74, discussions with the Cowdray Estate concerning the Shooting Ground at St James Quarry are ongoing.

80         County Councillor:

In his absence Lt Col Pemberton sent a report that the Chairman made known to the meeting:
1) The crossing at Wheelbarrow Castle and the access frontage at Budgenor Lodge do not appear on the Highways Works Programme 2007/08 because they are to be carried out by the Budgenor Lodge developer. There are still legal matters to be resolved before this work re-commences and Lt Col Pemberton has requested frequent progress reports.
2) In response to Minute 06/07 67, Lt Col Pemberton supplied a summary sheet setting out the details of communications with Stakeholders such as Parish Councils, members of the public etc. about proposed road works. The County Council is unable to give notice of emergency works carried out by the public utilities.
3) There are new ways to contact the local Police – Emergency or to report a crime use 999 as before. Other crimes and urgent matters use 0845 60 70 999 – Confidential telephone line (do not need to give name or address) use 0800 555 111 – To find out about your neighbourhood police use www.sussex.police.uk and type in your post code. Website also contains monthly community update.
4) The next County Local Committee meeting will be on 22nd May 2007, venue to be confirmed but possibly Duncton Village Hall.

81        District Councillor:

Mr Fay told the meeting that the application to impose car parking charges in Midhurst has been withdrawn. The loss of Traffic Wardens to enforce the on-street parking restrictions and the economic impact study were contributory factors in this decision. Mr Fay was unable to contribute to Agenda item 84b, King Edward VII Hospital planning application, as he is also a member of the CDC Planning Control Committee North who will meet to discuss the application in the near future.

82       Budgenor Lodge S106 Agreement:

Ms Shona Turner, Community Consultation Officer for CDC attended the meeting to advise on the permissible uses for the Communities Facilities contribution. A list of suggestions from Councillors was put to Ms Turner who advised which were acceptable under the terms of the S106 agreement. She will consider the various suggestions and report back to the Parish Council. Further consideration will be given to the matter at the next Parish Council meeting on 9th May 2007.

83        Finance:

Mr Stringer expressed regret that CDC had refused permission for applications 06/05054/DOM and 06/05060/LBC (Dawslea Cottage) against the recommendation of the Parish Council.
b) King Edward VII Hospital: Substitute planning application just received from CDC and not yet seen by most Councillors. That these plans should be discussed at a public meeting was proposed by Mr Gowar and seconded by Mr Dabson. Majority in favour. A public meeting will be held on 4th April 2007 at 7.30pm in the Refectory.

85        Reports from the Panels

a) Playground: The seats on the baby swings are damaged. Clerk to obtain replacements. The gate post at the pedestrian entrance to the playing field, nearest to the A272, has been hit by a vehicle and distorted thereby not allowing the gate to fasten correctly. Clerk to arrange repair.

b) Burial Ground: The grass has already been cut this season and the burial ground is in good order.

c) Footpaths: nothing to report

d) Grants: Grant applications have been received from the Samaritans and from Midhurst and District Swimming Club. After discussion the Parish Council decided not to award grants.

86        Annual Village Spring Clean:
will take place on Monday 26th March 2007, meeting at 6.0pm in the Cowdray Estate office car park. Equipment will be supplied and participation is at people’s own risk. Clerk to write to the Guides and Scouts asking for their participation.

87        Annual Village Meeting:

this will be held on 11th April 2007 at 7.0pm in the Refectory. The Chairman will report on the Parish Council’s activities for 2006/2007, followed by refreshments. Dr Vic Mitchell and Dr Andrew Guyatt will then be discussing the research for their recently published book “Cowdray and Easebourne”

88         Cowdray Heritage Trust:

Mrs Hamilton spoke of the various events to celebrate the opening of the “Ruins” attraction on 31st March 2007. There will be a procession, in costume, through Midhurst at 10.0am followed by a ribbon cutting ceremony at 10.30am, During the day there will be activities including, free guided tours, cookery demonstrations, Sealed Knot displays etc. The “Ruins” will then be open from Wednesday to Sunday and Bank Holiday Mondays. More volunteers are still needed.

89         Parish Council Elections:

will be held on Thursday 3rd May 2007. There are 11 vacancies and nomination papers are available from the Clerk. This is also the date for the Chichester District Council elections, at which Mr Michael Fay, the current member for Easebourne, will not be standing again. On behalf of the Parish Council Mr Heustice thanked Mr Fay for his support and co-operation over the past four years.

90        Correspondence and Dates for Diaries.

The Annual Village meeting will be held on 11th April 2007 at 7.00pm, in the Refectory
The next Parish Council meeting (AGM) will be held on 9th May 2007 at 7.00pm, in the Refectory
