MINUTES OF THE PLANNING MEETING HELD ON 9TH JUNE 2010
Present: Mr I Heustice (Chairman), Mr J Stringer (Vice-chairman), Mr J Dabson,
Mrs J Deacon-Ford, Dr A Guyatt, Mr F Martin, Mr D Pack, Mrs E Hamilton (CDC), the Clerk and 30 members of the public.
19 To discuss planning application EB/10/01744/FUL: Northgate, Dodsley Grove, Easebourne, Midhurst, GU29 9BE. Proposed demolition of existing dwelling and associated buildings and erection of 3 x 5 bed detached dwellings and garages. Minor widening to existing access within curtilage of Northgate.
Mr Heustice opened the meeting and welcomed everyone present.
Mrs J Deacon-Ford declared an interest and took no part in the proceedings of the meeting.

Dr Peter Davis (Wits End):
Northgate development dissimilar to Chestnut House as access considerably more difficult. Only 3 public objections to Chestnut House development but in excess of 20 to Northgate. Properties near to Northgate have been underpinned to depth of 6-8 metres due to subsidence. Wits End and Holborne overlooked by new houses. Lengthy disturbance during construction. Change to character of cul-de-sac. New government guidelines, announced today, changing status of garden development from “brownfield” site may alter planners criteria in the near future.
Mr Douglas Palmer (Thorpe House):
Concerns about boundaries of the development, as ongoing dispute about legal
ownership of 1.8 metre strip of land, therefore plans incorrect. No measurements on plans to ascertain the bulk of the proposed properties and their proximity to other houses, although they look similar to Chestnut House development. Plans not in accordance with Chichester District Plan – need clarification of criteria.
Mr Andrew Caesar (High Path Cottage):
Large construction vehicles cannot access this part of Dodsley Grove, known by
personal experience. CDC refuse collection lorries have to manoeuvre to enter this part of Dodsley Grove and where it narrows into the cul-de-sac the vehicle has to be reversed in. At all times when the refuse lorry or similar vehicles are working, the road becomes inaccessible to emergency services. The private road is un-adopted and residents paid for the tarmac surface. However, this is only a thin layer and constant heavy vehicles would certainly damage the surface. Any developer must given written undertaking to re-instate the surface. At any time of the day or night there are cars parked on this stretch of Dodsley Grove, further restricting access to the site for large construction vehicles.
Mrs Vivien Allen (12 High Path):
Directly opposite to site entrance is a Copper Beach tree with a TPO. This could be damaged by heavy construction vehicles manoeuvring to enter the site. Utility services in the vicinity of the development are vulnerable to damage by heavy vehicles as has already happened in the past. The water supply to some properties runs under the development site. Some of the trees shown on the plans actually belong to neighbouring properties.
Mr Paul Ryrie (The Warren):
Also mentioned the government announcement about change of policy regarding
“garden grabbing” schemes. Plot 1 too close to Holborne causing overlooking and loss of privacy. Might developer seek access through Chestnut House site?
Dodsley Grove resident on behalf of owner of Briar Cottage:
Briar Cottage lower than proposed development therefore concern about surface water drainage and run-off. Also existing water supply to this part of Dodsley Grove insufficient to accommodate a further three 5-bed properties demand.
Ms Jenny Magill (Holborne):
Holborne will be overlooked by Plot 1, which is on higher ground, and has a balcony to add to the loss of privacy.
Mrs Hamilton, as District Councillor, said that the government announcement about the change of “brownfield” status was too recent for her to comment on the District Council’s response. As a member of the CDC Area Planning Committee (north) she was at the meeting as an observer and could not comment on the application.
Mr Heustice closed the public meeting at 8.30pm by thanking everyone for attending and in particular the speakers for their contributions .
After the meeting closed the Parish Council considered their response to the
application. In the light of so much opposition to the proposals it was decided to object to the application, in order to represent the views of parishioners. The concerns of the residents to be included in the letter of objection to the District Council.
The meeting closed at 9pm.
Next Parish Council meeting will be held on 14th July 2010 at 7.30pm.
