MINUTES OF THE MEETING HELD ON 9TH JANUARY 2008
Present: Mr I Heustice (Chairman), Mr J Stringer (Vice-Chairman), Mr D Pack, Mr M Taylor, Mrs J Deacon-Ford, Mr J Dabson, Mr B Gowar, Dr A Guyatt, Mr F Martin, Mrs A Marchand, Lt Col T Pemberton (WSCC), the Clerk and one member of the public.
The first ten minutes of the meeting were available for members of the public to express a view or ask questions about any item on the Agenda.
Mrs K Minchin, a resident of Lutener Road, spoke of the use of Lutener Road as a “rat run” between the A272 and the A286. She said that vehicles travelled too fast, despite cars being parked on both sides of the road, although not exceeding the 30mph speed limit. She felt that with many children living in the road there was an accident waiting to happen. After having considered various ideas for traffic calming she felt that the introduction of “speed humps” in the road would be beneficial in slowing the speed of traffic.
The Parish Council agreed to bring the matter to the attention of Lt Col Pemberton.

71 The Minutes of the meeting held on 14th November 2007 were signed as a true record. All in favour.
72 Matters Arising: Minute 07/08 57, in response to our enquiry about the introduction of dolly posts blocking off the lay-by at the top of Henley Hill, WSCC informed us that it was to prevent fly-tipping which had badly affected the property situated immediately below the lay-by.
73 Report from the County Councillor: Lt Col Pemberton reported the following:,
County Local Committee – the next meeting will be held on Tuesday 18th March 2008, probably at Lodsworth Village Hall (to be confirmed)
Council Tax 2008/09 – The County Council’s share is expected to increase by 4.49%
Operation Crackdown - continues to be very popular. Anti social driving can be reported on 01243 642222 or www.operationcrackdown.org
Speed Survey N & S of Budgenor Lodge – the results of this survey were explained by Lt Col Pemberton. The majority of motorists observe the 40mph speed limit, with a small number exceeding the limit. This survey will form part of general consideration of road safety issues in the vicinity of Budgenor Lodge.
Street Lighting – following a request from a member of the public for additional street lighting near Budgenor Lodge, the Street Lighting Team are working with the Community Safety Audit Team and will respond in due course. Lt Col Pemberton has given his support to the proposal.
Highways Rangers – should be available from April to assist Parishes with highway and village maintenance tasks, possibly every 4/5 weeks. Parish Council to prepare list of tasks that Rangers could undertake. Possibility of their help at Annual Village Spring Clean.
74 Report from the District Councillor: in the absence of Mrs Hamilton Mr Heustice read the following report:
East Pallant House to receive enhancements and update later this year at a cost of £2.5m. work includes improved reception facilities, solar energy use, updating building to improve energy efficiency and better use of space
Parish Emergency Plans: The District Council is encouraging Parishes to produce an emergency plan for flooding and other scenarios. It was the view of the meeting that emergencies in Easebourne would be co-ordinated from the Cowdray Estate who have the necessary equipment, buildings and staff available. This has been the arrangement since the issue was previously raised, therefore no action to be taken at this time.
75 PC Paul Quinnell of Sussex Police, based in Midhurst, outlined his duties as a local community officer and his availability to members of the public, concerned about local crime issues. He can be contacted by email at Paul.Quinnell@sussex.pnn.police.uk

| d) After consideration of the proposed budget for 2008/2009 it was proposed by Mrs Deacon-Ford and seconded by Mr Stringer, that the Parish Precept remain the same, in the sum of £12,500. All in favour. |

After consideration of the planning application EB/07/05897/FUL for the development of a farm shop and associated café at the Cowdray Estate yard, and the discussion of various issued raised, Mr Dabson proposed and Mr Stringer seconded the Parish Council’s approval of the application. The Clerk will mention concerns about possible signage near to the listed Priory building. Majority in favour.
78 Reports from the Panels
a) Playground: the benches have been repaired with new wooden slats where necessary
b) Burial Ground: the bench has been repaired with new wooden slats and undergrowth tidied up
c) Footpaths: one finger-post damaged near Moor Farm, exact location to be advised by Mr Gowar
d) Grants: two applications received – Citizens Advice Bureau, £200 proposed by Mr Stringer and seconded by Mrs Deacon-Ford. All in favour. South Downs Campaign, accounts for 2005/6 show healthy balance and therefore it was decided not to award a grant.
79 Budgenor Lodge S106 contribution: The chairman read out a letter from SALC solicitor, Headleys, in response to our enquiry of September 2007, regarding the CDC interpretation of the term Community Facilities. They consider there is a very good argument for saying that Community Facilities should also include Leisure and Recreational use, for the benefit of the community. Clerk will shortly be submitting estimates to CDC for suggested use of the S106 monies, as agreed at the November Parish Council meeting.
80 King Edward VII Hospital: following our contact with CDC over the deteriorating condition of the building, we have been informed that the District Council now has a Historic Buildings advisor on its staff and a meeting is being arranged, with the architects, to look at the issue.
81 Correspondence and late correspondence:
Confirmation received from WSCC Accident Prevention and Safety Audit Team following our meeting with them to discuss A272 Route Safety Scheme.
Copy of letter from WSCC to Conifers School regarding the installation of Direction Signs to the school
