MINUTES OF THE PARISH COUNICL MEETING HELD ON 14TH JULY 2010

The first ten minutes were available for the public to express a view or ask questions about any item on the Agenda.

22 The Minutes of the meeting held on 12th May 2010.

The Minutes of the Planning Meeting held on 9th June 2010.  Acceptance as a true record proposed by Mr Stringer, seconded by Mr DabsonMajority in favour as some members did not attend this meeting.

23 Matters Arising:
none

24 Closed Churchyard. 
At the request of Rev Derek Welsman, who attended the meeting, the status and future of the closed St Mary’s churchyard was discussed.  The PCC has an option of passing the maintenance of the closed churchyard to the District Council via the Parish Council.  The legal implications, and pros and cons, of this to be investigated.

25 New Residents’ Welcome Pack. 
This idea, which was in the Easebourne Action Plan, has been revived by Rev Derek Welsman. A sub-committee of 3 Councillors (Mr Pack, Mr Martin and Mrs Marchand) has been formed to work with Rev Welsman on producing such a pack.   

26 Vehicle Activated Signs (VAS). 
Information about the installation of these signs in nearby villages has been passed to the Parish Council. If WSCC will not pay for a sign in Easebourne, which is highly likely in the current financial circumstances, then the cost of installation would be significant and affect the future Parish Precept.

Speed Indicator Device (SID).  The use of SID in Easebourne has just been turned down by WSCC.  Grounds given include “road and footpath too narrow, too higher speeds and used by a high proportion of large vehicles.”   Clerk to write and inform all volunteers. Also to PC Quinnell, who was co-ordinating the scheme, expressing the Council’s dismay at the WSCC decision, 9 months after the commencement of the process.  Clerk to contact WSCC and ask for a VAS, if we cannot have SID, in order to address the issue of speeding vehicles in the village

27 Report from County Councillor.  Mr Brown reported that the finance is still in place, and the building of the new Midhurst Rother College will go ahead.  Plans had been on display to the public recently. He also spoke of the financial restraints on the County Council, and the measures being taken to protect services whilst cutting costs. The home building target for West Sussex, set by the previous government, has now been cancelled and only sustainable development will be permitted. Agreements to build a new recycling plant in West Sussex have been signed and the project will go ahead.  The 40mph speed limit in Easebourne (A286, Dodsley Lane) should be reduced to 30mph within 8-9 months. 

28 Report from District Councillor. 
Mrs Hamilton reported that tough financial decisions willhave to be made by the District Council, meaning that there will be significant changes in the way council services are delivered.  The extent of budget cuts will not be known until October.

The Local Development Framework (LDF) is to be put on hold due to the inadequacy of the infrastructure (sewage plants almost at capacity and no A27 update imminent) and also the state of flux in the planning system due to change of government

New civil parking enforcement in Midhurst has caused problems for town centre residents with no garages. There have been requests for residents’ parking permits (issued by WSCC), for which there is a considerable delay.

Football in the Community is available during the school holidays on 12th and 13th August at Midhurst Rother College.  Cost is £5.00 per child per session.

31 Reports from the Panels
a) Playground: Annual RoSPA report received.  Clerk to obtain estimates for painting of some equipment.
b) Burial Ground : no problems
c) Footpaths: report on the state of the footpaths, compiled by Mr Gowar and submitted in March, to be acted upon by S Downs Joint Committee (Angela Shepherd).
d) Grants: Thank you from Madhurst for grant of £250, to be used for activities at the Ruins

32 CDC - Leader or Directly Elected Mayor.  It was proposed by Mr Stringer and seconded by Mrs Deacon-Ford that the District Council should have a Leader and not a mayor.  Majority in favour.

33 The Grange Leisure Centre:
As no plans are yet available regarding the proposed new building then the Council’s stance remains the same.  On behalf of the Parish Council Mrs Marchand attended a meeting in connection with the social services element at the Grange, run by WSCC.  The decision has already been made that these services will no longer be available and the meeting was to discuss alternative provision of services.

34 S106 Community Facilities Grant: Provision of floodlighting at the Ruins – planning application is under consideration by CDC.  Confirmation received that in return for the provision of the floodlighting Easebourne residents will be given free access to the Ruins for a period of 5 years, on proof if identity as an Easebourne resident. Mr Dabson proposed and Mr Stringer seconded acceptance of this provision.  Majority in favour.

35 Correspondence and notices received.
WSCC suggestion, following their “Snow Summit” that parishes have an action plan for coping with extreme weather conditions, as experienced this year.  Sub-committee formed to formulate such a plan.  Members to be Mr Dabson, Mr Heustice and Mr Gowar.  Sites for 5 hippo bags of salt/grit already confirmed to WSCC.  These will be delivered, as required, and    will replace the need for grit bins.
